This knowledge product is aimed at local and regional governments undertaking a sustainable energy transition in their territories. It provides recommendations to address the various barriers and challenges LRGs may encounter at the planning and strategizing stage i.e. the roadmap development process, as well as those encountered during the implementation phase.

The recommendations are intended as general guidelines based on experiences and learnings from the 100% Renewables Cities and Regions Roadmap projects as well as ICLEI’s broader work in sustainable energy. They aim to ensure that local sustainable energy transitions are just, efficient, and data-driven, in ways that are responsive to the needs of their local communities. Each local or regional government must forge their own unique path depending on their specific context.
